The Golos Movement requires the President, the Presidential Administration, other state authorities, regional authorities and local self-government bodies and their officials to refrain from illegal participation in campaigning during the nationwide vote, thereby refusing to use public (budget) resources to achieve a certain outcome voting, since otherwise would be a violation of the constitutional principle of free will and the principle of equality in relation to citizens who have different points of view on the issue put to the all-Russian vote.
