Recommendation:
It should be legally stipulated that individuals who cannot be present at a polling station on Election Day could vote early upon presentation of documents confirming the fact that they cannot vote on the main voting day. Such documents may be business trip permits, travel tickets for intercity (international) transport, medical referrals to treatment or rehabilitation outside the constituency, other documents provided for by law or by resolutions of the Central Election Commission.
