Recommendation:
The Criminal Code provides that a head of PEC can be criminally charged if their actions or inactions make summing up of voting results impossible, but not for (in)actions before the sum up of results. We propose to amend the Administrative Breaches' Code Article 40.06 to impose responsibility over PEC Heads for their (in)actions during the entire process of the PEC's functioning.
